The leak that was recently discovered in the Brushy Creek Regional Utility Authority (BCRUA) underwater intake line has grown significantly and we must reduce strain on the system by reducing water usage during the repair. Cedar Park has implemented temporary water restrictions specific to irrigation uses – as lawn irrigation is our largest source of water use. Effective Friday, September 9, only handheld hose-with-water-shutoff sprayer-watering, soaker hoses and drip irrigation are allowed. All other forms of irrigation are prohibited: including irrigation systems and hose-end sprinklers. This applies to all Cedar Park residential and commercial water customers. No other outdoor water uses are affected at this time.
No additional activities are restricted during the repair of the BCRUA underwater intake line. Irrigation is the largest water use at this time of year and by curtailing it, the City of Cedar Park water treatment plant can meet remaining water system demand.
No. The reason we are prohibiting everyone from using irrigation systems and hose-end sprinklers is the BCRUA water treatment plant will be taken offline for this repair.
The repair will require the BCRUA plant to be taken offline. Repairs are anticipated to be complete by October 4. Yes, we have notified HOAs and HOA Property Managers of these restrictions, not only so that they are aware of the impact to residents but also to have them turn off all irrigation of HOA common areas at this time.
Yes. The City of Cedar Park has turned off all of its outdoor irrigation systems at all City-owned parks and other City facilities, is not using hose-end sprinklers, and is closely monitoring its own water use. The City has also halted the installation of any new sod at City parks and facilities during this time.

It is a complex, large-scale, underwater repair. It took time to assess the situation and options for the repair with the least impact on water customers. The area where the line is leaking is deep underwater in Lake Travis. It requires special equipment, supplies and expertise to repair the line. This is all currently being mobilized to deploy and begin repairing the line as quickly as possible. We will keep you updated on the progress of the repair.
Cedar Park’s sole water source is Lake Travis. The Cedar Park Water Treatment Plant typically supplies 80% of Cedar Park’s water and the BCRUA plant typically supplies about 20% of Cedar Park’s water. Each serving ideally is a 4-6 ounce serving (30-40% smaller than a "main" normal size version) so that each person can have room for trying everything. The idea with the menu is that each Private Chef will be serving 1 cohesive meal from their respective "restaurant" or tent.

The "pairings" are not paired in the traditional sense. The beer and wine tents will be specifically serving all of the beverage offerings. The council is the legislative body; its members are the community's decision-makers. Power is centralized in the elected council, which approves the budget and determines the tax rate, for example. The council also focuses on the community's goals, major projects, and such long-term considerations as community growth, land use development, capital improvement plans, capital financing, and strategic planning. The council hires a professional manager to carry out the administrative responsibilities and supervises the manager's performance.
Addresses are assigned by GIS after a subdivision plat has been recorded. The property must be a legal lot or legal tract before any address can be assigned.
A legal lot is a parcel of land which has been subdivided with a subdivision plat approved by the governmental agency within which jurisdiction the subdivision falls. A legal tract is a parcel of land created by a metes and bounds survey and recorded in the county deed records prior to the date when a subdivision ordinance became effective for that parcel. For instance, if a parcel was deeded by metes and bounds on January 4, 1972, and the first subdivision ordinance for that area was not adopted until December 9, 1974, the parcel is a legal tract by virtue of the fact that it was created prior to the first applicable subdivision ordinance for that area. A term that is frequently used is that the parcel is "grandfathered" from the subdivision ordinance.

Grandfather dates can be affected by the date a parcel of land was annexed into the ETJ of the City. It is necessary to consult the City or County in whose jurisdiction the parcel falls to determine the appropriate grandfather date. If the parcel is a legal lot or legal tract, the owner may apply for construction permits. If the parcel is not a legal lot or legal tract, the owner may not apply for construction permits until a subdivision plat is approved and recorded for the parcel.

The time it takes to get a building permit depends on the type of permit. Generally residential permits are issued in 5 to 7 business days. Commercial projects take a little more time. The typical time frame is 10 business days for the initial review and 10 business days for a re-review.
Permit applications along with issued permits will expire if a permit has not been issued or if work has not been started within 180 days after its issuance, or if the work is suspended or abandoned for a period of 180 days after the time the work is started.

In many cases yes. Nothing is needed to act as the General Contractor, however for an owner to be added to an Electrical, Mechanical, or Plumbing permit, you must show proof of your Homestead Exemption on file with the Central Appraisal District.
Another application and permitting fee must be submitted to the Building Inspection Division. If there are changes to the original scope of work, a new set of drawings must be submitted and an additional plan review will be performed. We strongly recommend requesting an extension prior to the expiration date. All extension requests can be requested by email.

Once your building permit is issued you will be able to schedule an inspection through MyGovernmentOnline. Inspections scheduled before 4 pm will be listed on the following business day's schedule. We cannot guarantee same day inspections. If the inspection is not completed the day it is scheduled, it will automatically roll to the next business day.
If the permit was issued for a gas leak repair or emergency electrical service repair, the Building Inspection Division will dispatch an inspector once we are notified that the work has been completed.

Usually when the City is forced to abate a nuisance or problem on private property, the bill will be sent to the property owner. If payment has not been received or a payment plan has not been authorized, the City may file a lien on the property.
Yes, under certain circumstances the City may enter your property to abate a problem or hazard. If the problem or hazard poses an immediate fire or safety issue, you could be sent a bill for the abatement performed with no other notice. If you have been notified of a problem, hazard or other violation and you choose not to abate it yourself, you will be noticed that the City may enter your property and abate the problem once a specified date has elapsed.
The amount of fine depends upon the violation. The minimum fine a judge can assess is $1 per violation. The maximum can be up to $500 for most violations but can go up to $2,000 for a health and safety violation.
In most instances, each new day that the violation exists following the initial complaint is considered a new violation. Therefore, it is possible that you can be filed upon every day that a violation is not abated.
Whether the Code Compliance Officers are allowed to enter your property depends upon the purpose of the visit and the location of the violation. The area that is located from the street curb to ten feet into a yard is City right-of-way and open to all. In some instances, City Codes give Code Compliance Officers the authority to enter your property to examine for certain violations, and to obtain a search warrant if necessary.
Code Compliance Officers have authority to enforce City Codes outside of the City, limited to enforcement of Codes concerning building regulations and signage.
Planning and Zoning (P&Z) Commission Meetings are generally held the third Tuesday of each month at 6:30 pm, subject to change as needed to accommodate for holidays, scheduling conflicts and special-called meetings. Resolution 99-025 was approved by City Council on December 16, 1999 and applies to involuntary annexations. Each year the City reviews land located in its extra-territorial jurisdiction (ETJ) and prepares an annexation plan. If the land is located in a Municipal Utility District (MUD), the City evaluates whether it will be feasible for its taxpayers to assume the MUD's debt.

The extra-territorial jurisdiction is the area surrounding the City where the City has authority to review subdivisions for compliance with the subdivision ordinance of the City and authority to issue building permits to ensure compliance with the building code. This authority helps to ensure that growth surrounding the City will be consistent with the standards of the City which helps to ensure orderly and compatible growth. There is no zoning in the ETJ. Land included in the Cedar Park ETJ may only be annexed by the City of Cedar Park.
When the subdivision is within the City limits of Cedar Park, the Cedar Park Planning and Zoning Commission approves the subdivision. If the subdivision is outside the City limits but within the City's extra-territorial jurisdiction (ETJ) of the City of Cedar Park, both the Cedar Park Planning and Zoning Commission and the County Commissioner's Court approves the subdivision plat. Most of the Cedar Park ETJ is within Williamson County. The far western part of the ETJ is within Travis County.
The owner of the property to be subdivided is required to hire a surveyor to prepare the plat.

It's a new eight-to-ten-feet-wide concrete shared-use trail along the North Fork of Brushy Creek that will extend for approximately three miles. The planned trail will start near the intersection of west Parmer Lane (Farm to Market Road (FM) 734) and east Whitestone Boulevard (Ranch to Market Road (RM) 1431) and proceed south along Brushy Creek, to connect with the regional trail system near Brushy Creek Road.

The Brushy Creek North Fork Trail has been planned for a number of years. It originally was shown in the Cedar Park 2010 Hike and Bike Trails Master Plan as a proposed trail route. A more recent recommendation from the Parks Art Community Enrichment Board's Hike and Bike Subcommittee helped this project gain momentum and it was submitted in 2017 to the Capital Area Metropolitan Planning Organization (CAMPO)'s Call for Projects in 2017, from which it was selected for funding. The PACE Board dissolved in 2022.
Design for the project began in late 2019. The project was slowed due to challenges created by the COVID-19 pandemic, however, design is once again underway and construction is anticipated to start in early 2023. Timeline for completion is to be decided.
Construction is planned to begin early in 2023. We will have a better idea of the construction timeline once we have plans completed and a contractor selected to build the project. We estimate construction, once commenced, will take between 10 to 16 months.
Some areas of the trail route offer more flexibility than others regarding trail placement. We are able (and in many places do) build trails in the floodplain. Much of this trail is anticipated to be built in the floodplain, however we cannot build a trail in the floodway. The floodway is the channel of a river or stream and the adjacent land where floodwaters will be deepest and move the fastest. It must remain free from development so that a 100-year flood can be conveyed.
In some areas (such as near Walsh Glen Drive) there is very limited space between the floodway and the existing properties, which provides us with little-to-no flexibility on trail placement. Additionally, ownership and easement locations as well as topography must be taken into account when considering trail alignment.

Federal Emergency Management Agency - the operation of FEMA is to lead America to prepare for, prevent, respond to, and recover from disasters.
A flood is a general and temporary condition of partial or complete inundation of two or more acres of normally dry land area or of two or more properties from overflow of inland or tidal waters, from unusual and rapid accumulation or runoff of surface waters from any source, or from mudflow.
The Federal Emergency Management Agency (FEMA) defines a floodplain as a land area that is susceptible to being inundated by water from any source.
The NFIP is a Federal program enabling property owners in participating communities to purchase insurance protection against losses from flooding. This insurance is designed to provide an insurance alternative to disaster assistance to meet the escalating costs of repairing damage to buildings and their contents caused by floods.
Participation in the NFIP is based on an agreement between local communities and the Federal Government that states if a community will adopt and enforce a floodplain management ordinance to reduce future flood risks to new construction in Special Flood Hazard Areas, the Federal Government will make flood insurance available within the community as a financial protection against flood losses.
Through the NFIP, property owners in the City of Cedar Park are able to insure against flood losses. Careful management of development in the floodplains results in construction practices that can reduce public and private flood losses. A major purpose of the program is to alert property owners to the danger of flooding and to assist them in reducing potential property losses.
The National Flood Insurance Program (NFIP) Community Rating System (CRS) is a voluntary incentive program that recognizes and encourages community floodplain management activities that exceed the minimum NFIP requirements. As a result, flood insurance premium rates are discounted to reflect the reduced flood risk resulting from the community actions meeting the three goals of the CRS:

The land area covered by the floodwaters of the base flood (a flood having a 1% chance of occurring in any given year) is the Special Flood Hazard Area on National Flood Insurance Program (NFIP) maps. A high-risk flood zone is called a Special Flood Hazard Area (SFHA). It's also known as the 1% annual chance floodplain, commonly referred to as the "100-year floodplain." The 100-year flood is a standard used by the NFIP for floodplain management and to determine the need for flood insurance. Development may take place within the SFHA, provided that development complies with local floodplain management ordinances, which must meet the minimum Federal requirements. Flood insurance is required for insurable structures within high-risk areas to protect Federal financial investments and assistance used for acquisition and/or construction purposes within communities participating in the NFIP.
A FIRM is a map on which the Federal Emergency Management Agency (FEMA) has delineated both the areas of special flood hazards and the risk premium zones applicable within the community.
The computed elevation to which floodwater is expected to rise during the base flood. BFE are shown on Flood Insurance Rate Maps (FIRM) and on the flood profiles. The BFE is the regulatory requirement for the elevation or flood proofing of structures. The relationship between the BFE and a structure's elevation determines the flood insurance premium.
The term "100-year flood" is misleading. It is not the flood that will occur once every 100 years. Rather, it is the flood elevation that has a 1% chance of being equaled or exceeded each year. Thus, the 100-year flood could occur more than once in a relatively short period of time. People outside of the 100-year floodplain are free of regulatory requirements, but not of risk. Federally-backed flood insurance is available to people outside of the 100-year flood zone as well.
Printing out a Flood Insurance Rate Map, (FIRMette) from the Federal Emergency Management Agency (FEMA) Flood Map Service Center is the most up-to-date information provided on the maps that will not only allow you to view your property, but will also allow you to print out a copy so that you may present to your lender or insurance agent if you are ever asked. Most agents or lending facilities want to see an actual FIRMette map printed directly from FEMA's website for their records.

Insurance: You should seriously consider purchasing flood insurance. Your homeowner's or renter's insurance policy does not cover flooding. To purchase flood insurance, contact your regular homeowners' insurance agent.
Preparation: Your family is at risk for flooding, which can happen quickly and without warning. Prepare a family disaster plan in advance for your best protection. The American Red Cross has excellent publications in English and Spanish to help you with this process. Your planning should include:
Restrictions: In some floodplain areas, development permits may be denied. The City of Cedar Park requires building permits for remodeling, improving, expanding, or rebuilding your home, buildings, parking areas, etc. If your property is in a floodplain, you will have to make all projects compliant with stricter rules for floodplain construction.
If you do not have a mortgage and do not live in the flood plain, you are not affected and will not be required to buy flood insurance. If you do have a mortgage but do not live in the flood plain, you are not required to purchase flood insurance.
If you do not have a mortgage but do live in the flood plain, you are not directly affected. However you may want to consider buying flood insurance, but you are not required to. If you provide FEMA an Elevation Certificate and the technical data that can prove that the water will never reach your structure, you may get out of having your structure in a flood plain.
If you do have a mortgage (or line of credit based on the home) and do live in the flood plain, you are affected and will no doubt be required to buy flood insurance. If flood waters barely touch your property, the whole property is declared to be in the flood plain. If you provide FEMA an Elevation Certificate and the technical data that can prove that the water will never reach your structure, you may possibly get re-rated a lower flood insurance quote.
Pre-FIRM buildings are those built before the effective date of the first Flood Insurance Rate Map (FIRM) for a community. This means they were built before detailed flood hazard data and flood elevations were provided to the community and usually before the community enacted comprehensive regulations on floodplain regulation. Pre-FIRM buildings can be insured using "subsidized" rates. These rates are designed to help people afford flood insurance even though their buildings were not built with flood protection in mind.
Post-FIRM buildings are new construction and those built after the effective date of the first FIRM for a community. Insurance rates for Post-FIRM buildings are dependent on the elevation of the lowest floor in relation to the BFE.
A community's permit file must have an official record that shows new buildings and substantial improvements in all identified SFHAs are properly elevated. This elevation information is needed to show compliance with the floodplain management ordinance. The Federal Emergency Management Agency (FEMA) encourages communities to use the Elevation Certificate developed by FEMA to fulfill this requirement since it also can be used by the property owner to obtain flood insurance. Communities participating in the Community Rating System (CRS) are required to use the FEMA Elevation Certificate.
Elevation Certificates must be prepared and certified by a land surveyor, engineer, or architect who is authorized by commonwealth, state, or local law to certify elevation information. Community officials who are authorized by local law or ordinance to provide floodplain management information may also sign the certificate. Elevations must be certified by a licensed engineer or surveyor and approved by the City of Cedar Park Floodplain Administrator if the elevation certificate is intended to support an application for a Letter of Map Amendment or a Letter of Map Revision based on Fill.
The Elevation Certificate is an important administrative tool of the NFIP. It is to be used to provide elevation information necessary to ensure compliance with community floodplain management ordinances, to determine the proper insurance premium rate, and to support a request for a Letter of Map Amendment (LOMA) or Letter of Map Revision based on Fill (LOMR-F). The Elevation Certificate is required in order to properly rate Post-FIRM buildings, which are buildings constructed after publication of the FIRM located in Flood Zones. The Elevation Certificate is not required for Pre-FIRM buildings unless the building is being rated under the optional Post-FIRM flood insurance rules. Use of this certificate does not provide a waiver of the flood insurance purchase requirement.
Letter of Map Change - a letter from FEMA which reflects an official revision to an effective NFIP map. LOMCs are issued in place of the physical revision and republication of the effective map.

There is no appeal period. The letter becomes effective on the date sent. This letter does not revise an effective NFIP map, it indicates whether the project, if built as proposed, would or would not be removed from the SFHA by FEMA if later submitted as a request for a Letter of Map Amendment.
A CLOMR is FEMA's comment on a proposed project that would affect the hydrologic and/or hydraulic characteristics of a flooding source and thus result in the modification of the existing regulatory floodway or effective Base Flood Elevations. There is no appeal period. The letter becomes effective on the date sent. This letter does not revise an effective National Flood Insurance Program map, it indicates whether the project, if built as proposed, would or would not be removed from the Special Flood Hazard Area by FEMA if later submitted as a request for a Letter of Map Revision.

A LOMR is an official revision, by letter, to an effective National Flood Insurance Program map. A LOMR may change flood insurance risk zones, floodplain and/or floodway boundary delineations, planimetric features, and/or Base Flood Elevations.
A LOMR-F is an official revision, by letter, to an effective National Flood Insurance Program map. A LOMR-F provides FEMA's determination concerning whether a structure or parcel has been elevated on fill above the Base Flood Elevation and excluded from the Special Flood Hazard Area. The letter becomes effective on the date sent.
For single building or single lot determinations that do not involve changes to BFEs or floodways, a LOMA or LOMR can usually be issued by FEMA within four weeks. LOMAs and LOMRs involving multiple lots or multiple buildings usually require about eight weeks for FEMA to process. LOMRs involving decreases in BFEs or floodways take approximately twelve weeks for FEMA processing. If changes in flooding conditions are extensive or if BFEs increase, a physical map revision will be required, which may take 12 months or longer.
National Flood Insurance Program (NFIP) regulations require flood insurance for insurable structures located in SFHAs that carry a mortgage loan backed by a federally regulated lender or servicer. The SFHAs are the areas subject to inundation by the 1% annual chance flood, which is also referred to as the base, or 100-year, flood. Floodplain management is the operation of a community program of corrective and preventative measures for reducing flood damage. These measures take a variety of forms and generally include requirements for zoning, subdivision or building, and special-purpose floodplain ordinances. A community's agreement to adopt and enforce floodplain management ordinances, particularly with respect to new construction is an important element in making flood insurance available to home and businesses owners. The maps are being updated because the majority of the maps are based on analyses that were performed over 25 years ago. Watershed conditions such as topography have changed and there has been significant added development. Furthermore, analysis tools and historical data collection have improved over time and will increase map accuracy.
Flood hazard mapping is an important part of the National Flood Insurance Program (NFIP), as it is the basis of NFIP regulations and flood insurance requirements. The Federal Emergency Management Agency (FEMA) maintains and updates data through Flood Insurance Rate Maps (FIRMs) and risk assessments.
There is no set timeline. Flood zone designations may be revised when new and more accurate information becomes available because of a FEMA-funded restudy or because the community makes the information available to FEMA. Several factors influence the frequency with which flood maps may be updated, such as the extent of new development and the completion of flood-control projects.
There are no comprehensive updates foreseen in next 10 years.
FEMA initiated a partial update in 2010. In 2012, the Upper Brushy Creek Water Control and Improvement District (WCID) initiated a flood protection plan that included watershed modeling. Communities within the watershed desired to use the modeling as the basis for a comprehensive mapping update. The WCID then partnered with FEMA and the Texas Water Development Board to complete the process.
The updated maps encompass the Upper Brushy Creek Water Control and Improvement District (WCID) boundary, which includes much of southwest Williamson County.
In general, updated flood levels will increase, i.e., more properties are likely to be in the updated floodplain. When new maps are issued, your risk may have changed along with your flood insurance requirements. Property owners are encouraged to review the updated maps and discuss implications with their insurance agent. If you've been mapped into a high-risk area, you will be required to purchase flood insurance if your mortgage is through a federally regulated or insured lender. It is possible to save money through a process known as grandfathering provided by the NFIP.
If your property is mapped out of a high-risk area, your flood insurance costs will likely decrease.
Property owners or other persons who wish to follow the progress of the PMR should consult their community's Floodplain Administrator. This is the local official who keeps all of the community's flood hazard maps and FIS report, and who corresponds with FEMA at various stages of the revision process.

Mortgage companies usually require flood insurance for homes and businesses in the floodplain. There is a Newly Mapped Policy available for the first year when there are changes to floodplain maps.
The Grandfather rule may save money on flood insurance rates for qualifying property owners. If a new flood map shows a high-risk property is at greater risk for flooding than shown on the previous map, the flood insurance rate will likely change. The NFIP grandfather rule may save money by locking in the previous flood zone or the Base Flood Elevation (BFE) for insurance rating purposes after the new map becomes effective.
Traffic signals work by assigning the right-of-way to each movement at an intersection using a combination of programmed timing parameters, input from vehicle presence sensors, and operational data from other nearby traffic signals. During peak periods, the traffic signals on arterial roadways operate in a coordinated (or synchronized) mode to move large groups of vehicles through the system together with fewer stops and, therefore, less delay.

Residential speed limits are set at 30 miles per hour by State Law (Texas Traffic Laws Section 545.352b(1)). Speed limits for other streets (collectors, arterials and freeways) are often set higher after a formal engineering evaluation. The roadway should not have a posted speed limit that is too fast for its geometric design, or its adjacent land uses. For example, a major arterial will have a lower speed limit through an urbanized area than in rural locations. Similarly, a roadway with several sharp curves will not allow for higher speeds of travel, regardless of adjacent land uses.
Traffic calming is a term used to describe primarily physical measures that influence driver behavior on roadways. The application of traffic calming devices is most common on neighborhood or residential roads. The most popular measures are vertical and horizontal devices that create discomfort for motorists who drive aggressively.
The basic 30-miles-per-hour residential speed limit provides effective control for the majority of motorists traveling in residential neighborhoods. Occasional speed limit violations do occur and are nearly impossible to stop. If you experience a chronic speeding problem in your neighborhood, the Cedar Park Police Department's Special Operations Motor Unit can target a specific area for increased enforcement. The City of Cedar Park does not have a traditional "traffic calming program" or a speed hump installation policy. Instead, the City has a Residential Traffic Management Program (RTMP) to address complaints about residential traffic within the city limits. The RTMP provides a systematic method of identifying and addressing documented abuses of residential roadways (i.e. excessive speeds and aggressive driving). The RTMP offers several options to address documented concerns, up to and including some traffic calming measures (i.e. physical devices). However, the RTMP process is deliberate and some solutions require community involvement because they can result in the loss of parking, impaired emergency access or the redirection of local traffic onto other roadways.
Engineering Department staff can meet with neighborhood representatives to develop a thorough list of concerns and possible solutions.
The push button directs the signal controller to display the "Walk" indication during the next traffic cycle (it is not instantaneous). The "Walk" display should be interpreted as instruction to start crossing the street. Once the pedestrian signal displays the flashing "Don't Walk," do not depart from the curb. During the flashing "Don't Walk" phase, enough time is provided for pedestrians to finish crossing the street. However, if walkers leave the curb and begin crossing during the flashing "Don't Walk," there may not be enough time to complete crossing before the signal changes. Another interpretation of the flashing "Don't Walk" indication is don't start crossing.
Contact the Engineering Transportation Department with your request and provide as much detail as possible. The Texas Manual of Uniform Traffic Control Devices (commonly referred to as the TMUTCD) regulates the placement of all traffic control devices, such as Stop Signs and traffic signals. It may help to note that Stop Signs are not installed to control speeds.
Within the TMUTCD are procedures set forth in detail on to how various signs, striping and roadway pavement markings are to be placed. All requests for additional (or modified) traffic controls will be carefully reviewed according to the TMUTCD. In the past, some agencies have posted "Children at Play" signs in residential areas; however, no evidence documents their success in reducing accidents or operating speeds. Children should not be encouraged to play within the roadway. The sign has long been rejected since it is a direct and open suggestion of unsafe activity and behavior. Today, Texas and federal standards prohibit the use of "Children at Play" signs. Specific warning signs for schools, playgrounds, parks and other recreational facilities are available for use.
The speed limit posted under any warning sign is called an "advisory" speed limit. It informs motorists of the recommended safe speed for the design of the roadway. The appropriate speed is determined through the measurement of centrifugal forces (as exerted upon the driver) when driving through the curve at various speeds. Using this information, the recommended maximum speed can be determined and posted accordingly.
Photo-radar is a method used to enforce speed limits. Photos are taken of speeders and notices of violation are mailed to the vehicles' registered owners. Citations are sometimes issued based upon the evidence of the photograph. At this time, there are no active automated speed enforcement systems in the State of Texas. The cameras at several intersections in Cedar Park are used to operate the traffic signals. Instead of magnetic induction loops placed in the pavement, these intersections use video cameras for detection of approaching vehicles. The cameras have no law enforcement application.

Once the location has been identified, city crews and/or private landowners will remove the obstruction.
A Traffic Impact Analysis (TIA) study is a formal engineering evaluation of the likely consequences of a development with respect to transportation issues. For example, if a proposed commercial shopping district is expected to increase the number of vehicles at a nearby intersection, "traffic impact" is the term to describe the result. The level and severity of this "traffic impact" is predicted by engineering review and analysis. At the conclusion of the TIA study, suggestions for physical and operational improvements are made. In addition, a determination of the appropriate financial burden to be borne by the developer is made.
According to the City of Cedar Park Land Development Code, any development that generates more than 2,000 daily trips will require the submittal of a TIA report. The number of estimated daily trips is calculated using industry reference texts, namely the Institute of Transportation Engineers (ITE) Trip Generation Tables, 6th Edition. The City of Cedar Park in combination with private consultants has determined the needs and operational deficiencies of the roadway network. The resulting product is a transportation roadway network model and it is a useful tool by which new roads and roadway improvements can be planned and located. Where the roadway network does not provide adequate accessibility and/or capacity, the City of Cedar Park, in cooperation with land owners, private developers and outside agencies (TxDOT, Williamson County, etc.) can opt to construct or improve new roadways to meet the travel needs of the community. Often the location and connections to new roadways are in response to existing (or proposed) land uses. The City of Cedar Park adopted two roadway plans in April of 2002, one for collector streets and another for arterial streets. Both plans, as well as more information about roadway classifications and other transportation issues, can be found in the City of Cedar Park Transportation Master Plan (TMP). In Cedar Park we use bonds to maintain existing assets, manage growth and meet anticipated future demands. General Obligation Bonds require voter approval and are category-specific, meaning we can only finance what voters approve in the ballot language and can't mix and match categories, once approved.
Bonds are repaid through ad valorem property taxes. An ad valorem tax is based on the assessed value of real estate or personal property.

Based upon the City's economic forecasting models and strong financial position due to paying off older bonds, the City projects that it can issue the proposed General Obligation Bond package of $158.8 million, which includes cost escalation, inflation and issuance costs over the five-to-seven-year program, without increasing the tax rate.

The bond program is designed to be implemented over a five-to-seven-year period, by issuing multiple series of bonds as various projects are ready for construction. If bonds are approved by voters, some projects could begin right away; others could be more long-term. Some projects may take multiple years to complete due to design, right-of-way acquisition and utility relocations.

In keeping with our core values of fiscal responsibility and innovation, we run a lean machine in Cedar Park! Each year, our City Council looks at the City's expenses, reviews the prior year's tax rate, examines ratified property values, sets a budget and determines the rate that will bring in the amount needed to cover those expenses. The Central Appraisal District is responsible for determining the value of all real and business personal property within its jurisdiction. If your property is located in the Travis County, the Travis Central Appraisal District determines your property value; if your property is located within the Williamson County, the Williamson Central Appraisal District appraises your property value. Keep in mind that the City comprises less than 20% of your tax bill each year and that this homestead exemption is for the City portion only of your tax bill.
For all Cedar Park homesteads with an appraised value below $500,000, an exemption of $5,000 is deducted from the value before the City's portion of property taxes is calculated. For home values greater than $500,000, the appraised value of your home will be discounted by one % before the City's portion of property taxes is calculated.

You might remember the days when Cedar Park held an annual HHW drop-off. This event took a lot of city resources and was cumbersome to host annually. The new HHW Porch Program will provide Cedar Park residents the ability to dispose of their household hazardous waste at a more affordable rate, as well as dispose of things on a more regular basis.
City of Cedar Park residents will be billed at $0.86* per month for the new Household Hazardous Porch Pickup service. You will see this as a new line item on your bill.

Obtain your driving record as early as possible! In many cases, the Texas DPS will allow you to print your driving record (Type 3 or 3A) directly from their website, however there are a variety of reasons that could prevent you from doing so. If you are unable to directly print your driving record, you may be required to mail in your request, which could take approximately 14 days.
It can take up to 7 to 10 days to receive your driver's safety certificate in the mail, even if you take the course online. The Court can only accept the signed "court copy" of the driver's safety certificate. A receipt or screen-print from the internet will not be accepted.
To have a ticket dismissed for Failure to Maintain Financial Responsibility (No Insurance), you must provide proof that the vehicle involved was insured at the date and time the citation was issued. If the effective date is the same as the citation date, verification will be required from the insurance company as to the time the policy was purchased. To have a ticket dismissed for Failure to Maintain Financial Responsibility (No Insurance) for a vehicle that is owned by someone other than the defendant, proof of insurance of the vehicle in question is required.

The Cedar Park Municipal Court conducts certain hearings in-person, and certain hearings by remote proceeding, using the Zoom platform. These hearing types may include initial appearances, pretrial conferences (required prior to a bench or jury trial), show cause hearings, compliance hearings, and juvenile dockets. A remote appearance is not optional and neglecting to appear will have the same consequence as failing to appear for an in-person proceeding. In-person hearings will abide by capacity limitations as set forth by the Office of Court Administration, the City of Cedar Park Judiciary's COVID Operating Plan, and other guiding authorities. Social distancing guidelines and safe sanitation practices will be enforced.

All appeals and motions for new trial shall be in conformity with the requirements set forth by the Texas Code of Criminal Procedure as it is interpreted by the appellate courts. Teen Court is an alternative sentencing program that provides you the opportunity to keep the charges off of your criminal and/or traffic record. During the teen court hearing, you will be represented by a volunteer teen attorney and a sentence will be imposed by a jury of your peers under the guidance of a Municipal Court Judge.

Residents are encouraged to participate in clearing foliage from easements and right-of-ways on and adjacent to your property. You may bundle and tie debris no larger than 4 feet in length. Limbs should be no larger than 4 inches in diameter. Bundles should not exceed 60 pounds in order to be collected and disposed of by the City's solid waste vendor on your trash pick-up day.
Occasionally the City may elect to prune branches to the minimum standard of 14 feet above roadways and 8 feet above sidewalks. Foliage around water meters should also be groomed so the meter can easily be read.

Through a contract with the City of Cedar Park, Pedernales Electric Cooperative (P.E.C.) maintains the vast majority of streetlights within the city limits - depending upon the location. Turn off all water in your house. Look at the red slow flow indicator on the face of the meter register, it should not be moving. If it is moving there are possibilities of a leak.

Most homes have a customer gate valve which is typically located just beyond the meter between the meter and the house. The valve can be inside the meter box, but is usually outside the box housed by a 4 inch PVC pipe with a small round lid. This is known as a valve box. If you cannot locate a gate valve or if it is inoperable, you will need to call 512-401-5550 to have a technician dispatched to your residence to disconnect service on the city side.
The City shut off (angle valve) is located inside the meter box immediately before the meter. This valve is for City use only. Tampering with the valve or meter is a violation of Ordinance Number 82-18, and can be subject to prosecution.
Your cutoff valve is located in the round structure, in proximity to your rectangle-shaped water meter box. It may be labeled, "Property Owners Cutoff". Here is an example:

The wires in your meter box are part of the City's Radio Read Program. They connect meter servicing your home to the Mobile Transceiver Unit (MXU). The MXU communicates with the computer in the vehicle designated to pick up readings from your neighborhood.
The Water Distribution Department is responsible for maintaining service up to and including the curb stop which is generally located near the property line. Call Public Works for repair service at 512-401-5550 or email us. Any repair required from the backside of the meter box (lines leading into a building) is the responsibility of the owner.
Water and wastewater service lines located on private property are privately owned; therefore, once the water leaves the meter, it becomes the customer's responsibility.
You are responsible to call 811 at least 5 business days prior to digging. 811 will contact the City of Cedar Park to locate and mark water and wastewater lines per your request. Remember: "Call Before You Dig!"
The water pressure varies throughout the city and depends on a number of factors. Contact Public Works at 512-401-5550 or email us for questions or concerns regarding water pressure.
Call Public Works at 512-401-5550 during normal business hours, and a technician will be dispatched to assist you. In the event of an after-hours emergency or during scheduled holidays, contact 512-260-4600, ext. 0, and Dispatch will assist.
Some products which normally adhere to the inside of water mains occasionally break free when a fire hydrant is opened or a valve is operated. These products may cause water to appear cloudy or dirty. Water main repair or construction can also cause this temporary inconvenience. If the condition occurs at your address, allow the cold-water tap to run (approximately 5 minutes) until the water clears. If the condition persists, call Public Works at 512-401-5550 or email us, and a technician will be dispatched.
Air bubbles occur most often when water is very cold and then warms up while in the property's interior piping. Colder water has the capacity to hold more air than warmer water. Therefore, air is released from the solution in the form of tiny bubbles as the water warms. At times, the water may be densely filled with air and appear cloudy. An easy way to check the cause of cloudiness is to fill a clear glass with the water, set it aside, and watch for changes. If the cloud rises from bottom to top, air is escaping as the water warms. If the cloud sinks from the top to the bottom, you may have a sediment problem.

City staff must trim trees year-round due to public safety, accessibility and safety requirements. For example, we must keep trees pruned at a height that allows the safe passage of large vehicles (such as fire trucks, school buses and trash trucks) the visibility of street and crossing signs, and sidewalk access. City crews must also schedule tree trimming around other important work that they do, which includes maintaining more than 270 miles of roadways and 450 miles of sidewalks.
The City may only trim the portion of the tree that is in the City-owned public right-of-way, such as the branches that hang over a sidewalk or the road. Keep in mind that the City-owned right-of-way typically measures 10 feet from the curb or street edge into your yard. We recommend that homeowners trim their own trees.
City crews are trimming only over the portion in the City-owned right-of-way and they are trimming with only public safety/access in mind. Because they are only trimming on one side, it could result in a lopsided-looking trim. We understand this might not meet your aesthetic standards, which is why we recommend that you trim your own trees.
The bottom of the tree canopy must be raised at least 8 feet above the sidewalk and 14 feet above the street. See the following diagram for reference:

The City of Cedar Park requires a Residential Application with a government-issued photo identification. A $100 deposit is assessed on the customer's first months utility bill. The deposit may be waived if an acceptable letter of credit from a former utility company, such as gas, water or electric is submitted. The letter of credit can have no more than 1 late payment, no disconnects for non-payment, no returned items, and must be for the last 12 consecutive months, no exceptions.
Service connection can be done Monday through Friday between the working hours of 8 am to 5 pm with 24 hour notice required. No service on holidays.

The sewer (wastewater) rate is based on a 3-month consumption period. Once a year, during the winter months of December, January and February - when outdoor irrigation is typically lower - the City re-averages your usage to calculate your sewer (wastewater) charge for the year for a residence. This is commonly referred to as "wastewater averaging".
Simply put, you can save money year 'round by turning off your irrigation system for the winter (during the months of December, January and February). Lawns are now dormant during that time period and do not need watering. Turning off your irrigation can help save you a bundle on your water bill.
Any resident can request in writing, once a year, to have their sewer re-averaged using three different consecutive months within the current year.

If there is a leak on your property, please call a professional plumber to locate and correct the problem. If the leak was under the ground, behind the wall, or under a slab, you may be eligible for a leak credit. You must submit in writing where you had the leak and copy of the plumber's invoice within 6 months of the repair date.

After a year of good service, customers in good standing with no more than 1 late payment, no disconnects, and no returned items will receive a statement credit of their deposit. Otherwise, upon termination of your water service, the deposit on the account is applied to your final bill and any remaining credit will be sent back to you in the form of a check.

Your water rate is calculated according to a tiered structure based on your water usage. Cedar Park's digital water meters have been installed to replace the City's old meters. Also known as Advanced Metering Infrastructure (AMI), the digital water meters provide customers with accurate near real-time data on their individual water usage. This technology will help customers gain deeper insight and understanding on how and when they use water.

The digital water meters are designed to help customers understand their usage and save money on their water bills.
Many customers experience higher water bills during the summer months and after a drought when people tend to water their lawns more. After the 2015 drought, many of our customers expressed a need to get more detail about how they were using their water on a daily basis. This included a desire to see frequent updates, get alerts and detect leaks in order to better manage costs.
In response, in 2016 the City Council directed Cedar Park to embark on a thorough vetting process to find the ideal technology to empower customers to learn more about their water use. The digital water meters from Sensus were identified as the most cost-effective and reliable technology.
Customers can monitor their water usage more closely through the new customer web portal to manage and reduce costs associated with their water bills. Some of the many benefits customers gain from the new technology include:
Digital water meter readings are encrypted and sent through an automated network, using a private radio frequency (RF) channel, from the digital water meter to the utility.
The meter data display looks similar to the numbers on a car odometer and has nine digits. The digits on the meter represent the number of gallons consumed down to the 1/100th of a gallon. The last two digits can be used as leak indicators to detect water flow through the meter. For billing purposes, the meter is read to the tens position.
You can access the data about your water usage through your Customer Web Portal on your laptop, tablet or mobile device. All you need is to create a unique username (your email address) and password to have a secure account login.
Additionally, a Customer Service Representative will be able to walk you through the portal and can help you interpret your water data.

Data from the meters is encrypted and sent through a safe and secure network to the utility databases. The meter system transmits only the water meter readings, the meter identification number, and diagnostic information to verify that the automated meter equipment is operating correctly. Only key authorized utility personnel, such as customer service representatives can access your account if needed.
Yes. Digital water meters operate at much lower levels of radio frequencies than cell phones, microwaves, wireless routers and even baby monitors. The City of Cedar Park has used a radio-read system registered with the Federal Communications Commission (FCC) since 2005. Cedar Park's new system is also registered with the FCC.
Any concerns over the safety of wireless data transmission should be directed to the FCC, as it is the regulatory agency responsible for permitting the safe use of radios.
This is a full purpose voluntary annexation of the Twin Creeks Water Control and Improvement Districts 1F and 1G, and Bella Vista Municipal Utility District ("Districts") by the City of Cedar Park.
In 2011, Emergency Services District Number 14 (ESD Number 14) cancelled their fire service contract with the City of Cedar Park. Following that, residents of Twin Creeks and Bella Vista approached the City of Cedar Park about providing Cedar Park Fire Department fire and first responder services. The City of Cedar Park worked with the Districts to develop a means for annexation that provides residents with the services they want.
Each of the Districts incurred substantial debt related to the developer's installation of water and wastewater infrastructure; this debt was paid for by each District with its tax revenues. This debt was assumed by the City upon full purpose annexation; however, this type of debt is not typically paid by the City for other residential developments within the City and is not be serviced under the City's uniform tax rate. In order to service this assumed debt for each District, the City imposes a Utility Debt Service Fee to residents of Twin Creeks and Bella Vista for a term not to exceed 15 years. The fee is assessed monthly on their water bill. The fee is based on each Districts' individual debt level (see Exhibit A).

The monthly fee is based on each individual District's debt for water and wastewater utility infrastructure installed by the developer for the subdivision. In these Districts, unlike in the City, developers are reimbursed by the District for these infrastructure costs through bonds issued by the District. Upon annexation by the City, the City must take over payments on these bonds which is not done for subdivisions built by developers in the City limits. The fee is different in each District because the amount of debt on this utility infrastructure is different in each district. For example, the reason the fee is higher in 1G than in 1F or Bella Vista is because 1G has approximately triple the amount of outstanding debt as the other districts; this is probably due to the way in which the original developer allocated the cost of infrastructure improvements within the districts.
After annexation in 2014 residents became residents of the City of Cedar Park and Travis County. Travis County taxes will not change as a result of this annexation.
Under the City's tax rate, residents over the age of 65 may be eligible for a "Seniors Tax Freeze." Under this, the levy is frozen at age 65 and older. In other words, the dollar amount a homeowner over the age of 65 pays towards their local property tax will remain steady regardless of tax rate or home valuation changes. In order for a homeowner to be eligible for this in Travis County (therefore served by Travis County Appraisal District (TCAD)), they must be over 65 and submit paperwork to TCAD requesting the freeze. This would go into effect the tax year after paperwork is filed and it is approved. For example, if I was approved for the freeze today, I would pay the bill that will be sent this year as it is and then in future years, my payment will match this year's payment.
The payments may change if the levy would decrease and it would reset to the lowered amount or could increase if improvements are added and the improvements would require a year to freeze amounts.

Some neighborhoods have narrow alleyways or other obstacles where trash and recycling are collected - making it difficult or impossible for the automated truck to operate. Single stream recycling is a more efficient way to collect recyclables and also expands the recyclable material that is allowed. In the program the City utilized prior to single stream, the collector was required to sort the items into separate compartments on the side of the recycling truck.
For items that do not fit in the cart, a secondary truck will service these items. The second truck may arrive before or after the automated truck to service extra trash.

Most paper mills allow up to 5% moisture in the paper they buy, so it is not a problem. Please empty and rinse all your containers to keep food contamination out of your bin. However, small amounts of moisture will not ruin the paper.

All recycling must be inside the blue cart to be serviced. Any additional cardboard that will not fit inside the blue cart should be broken down, bundled, tied and set next your green cart as one of your additional 7-item bulk trash for the second trash truck that picks up bulk trash items.

Yes, as long as the guidelines for size, weight, bundling, wet bags and other bulk waste guidelines are followed. The yard trimmings picked up outside of the listed recycling dates will not be recycled. They will go to the landfill. We encourage you to take advantage of the recycling service for yard trimmings that is offered for six weeks in the spring and two weeks in the fall.
Yes. Any time outside of the designated yard trimmings recycling schedule, sanitation workers may place smaller yard trimmings into your trash cart for it to be emptied into the truck.
During the six- and two-week yard trimmings recycling period, no. However, outside of the yard trimmings recycling dates, yard trimmings are picked up as trash and taken to the landfill and do count towards your bulk limit of seven (7) items outside of your trash cart.
We strive to keep costs low and service level high. Recycling yard trimmings is a service enhancement that we have been able to work into our schedule, for a total of 8 weeks per year – and still keep costs low. We appreciate you working with us and take advantage of this enhanced service offering during these two periods each year.
During the designated six- and two-week period for yard trimmings recycling, your trimmings will be picked up weekly.
As with your trash and other recycling, please always set out your yard trimmings by 7 a.m. on your designated trash pickup day and leave it out until it is collected.
