Fran Irwin joined the City of Cedar Park as Director of Community Affairs in September 2017. As the Director of Community Affairs, she is responsible for the development and management of all aspects of neighborhood relations, communications, community engagement, and marketing for the City of Cedar Park. She coordinates activities with other departments and outside agencies and provides highly responsive and complex administrative support to the City Manager's Office.
Fran brings more than 25 years of experience in public service including community and economic development; board and stakeholder engagement; strategic resource planning and management; cultivating public/private partnerships and city/county consulting. In addition to working in the Texas Cities of Victoria (1990 to 1999) and DeSoto (1999 to 2001), she served in various Community Services positions over a 10-year period at the Lower Colorado River Authority (LCRA).
Fran holds a Master of Business Administration from the University of North Alabama and a Bachelor of Business Administration degree from the University of Texas at San Antonio.
Irwin, a native of Canada, is an avid hockey fan and enjoys cheering on the Texas Stars whenever they play in town. She has been a Cedar Park resident for 14 years
