Devin has spent more than 15 years in the 9-1-1 Emergency Communications profession. She became a Certified Telecommunications Operator in 2003, and earned both an Intermediate and Advanced Telecommunicator Certificate in 2009. 

In 2014, Devin was awarded a Telecommunications Operator License by the Texas Commission on Law Enforcement (TCOLE) and earned a Master Telecommunicator Certificate the same year. She spent 7 years of my career as a 9-1-1 Operations Coordinator for Capital Area Council of Governments (CAPCOG), in which she was responsible for configuring, maintaining, and validating the 9-1-1 call handling software.

During her time at CAPCOG, Devin served as project manager for the 10 county, region-wide Text to 9-1-1 project and successfully deployed Text to 9-1-1 service to 29 Public Safety Answering Points (PSAPs) in 2017. 

She is a TCOLE Basic Instructor, and a member of the National Emergency Number Association (NENA) and the Association of Public Communications Officials (APCO).
