The City of Cedar Park Office of Homeland Security and Emergency Management (HSEM) is responsible for the planning, coordination and implementation of all emergency management and homeland security-related activities for the City of Cedar Park. HSEM coordinates the activities within the City's Emergency Operations Center (EOC) facilitating a unified response to all hazards through the guidance of the Cedar Park Emergency Plan.

Mission
The Mission of the Cedar Park Office of Homeland Security and Emergency Management is to lessen the loss of life and reduce property damage during natural or man-made incidents through the guidance of the National Preparedness Goal’s five mission areas of prevention, protection, mitigation, response, and recovery.

Cedar Park Homeland Security and Emergency Management personnel are certified as Emergency Managers by either the International Association of Emergency Managers (IAEM) or the Emergency Management Association of Texas (EMAT). These credentials affirm a commitment to a standard of excellence in the Emergency Management field.
