Provide accurate water and wastewater billing information for our customers through a knowledgeable and friendly service staff.
Departmental Responsibilities
The Utility Billing Department is in charge of making sure the residents of Cedar Park have the best service possible for the maintenance of billing for city utilities. Establishing new accounts, modifying existing ones or just answering questions regarding services, utility billing is often the first stop for new residents and one department everyone who lives in Cedar Park will have contact with.
In order to assist you, we have created this outline of utility billing procedures and policies. We hope this will provide any information you need. If you need further assistance, please do not hesitate to contact the Utility Billing Office.
Payments
There are several options for paying your bill.
- At our office; we accept:
- Cash
- Checks
- Money Orders
- Credit Cards (Visa or MasterCard)
- At our Night Drop Box: in our parking lot, located across from Building Number 4
- Payments dropped off here will be posted the next business day
- By mail: payments will be credited on the day that we receive it
- By phone: Call 512-401-5300 to pay by phone 24/7, 365 days a year with the our automated system
- With a credit card (Visa or MasterCard only)
- A $2 credit card processing fee will be charged for all payments of $25 or more
- Through our Online Payment Portal with a credit card (Visa or MasterCard only); there is no processing fee and it is credited immediately to your account
- Direct draft: from a checking or savings account or credit card (Visa or MasterCard only) with no processing fee
- Sign up for auto-pay by submitting a copy of our Automatic Debit Authorization Form (PDF)
- You can also pay through your bank's online bill pay
Cycles
The City of Cedar Park service area is divided into 4 billing cycles, based on geographic location. Because your cycle is determined by where you live, you cannot change cycles. Bills are mailed once per month according to the following schedule:
- Cycle 1 billing mailed on the 17th, due by the 2nd
- Cycle 2 billing mailed on the 24th, due by the 9th
- Cycle 3 billing mailed on the 1st, due by the 16th
- Cycle 4 billing mailed on the 8th, due by the 23rd
All bills are due by 5 pm on the due date. Payments made after the due date are late and are subject to a 10% penalty.
Late (Termination) notices will be mailed the day after the due date to all accounts having a balance as of 5 pm. This notice will give you a final due date by which to pay the overdue balance. If payment is not received before this disconnect date, service(s) will be suspended. If this occurs, a $50 reconnect fee must be paid before the service may be restored.
Note: Never turn on your water service after the City has disconnected it. A $50 fee can be assessed for tampering with a meter. This is a felony in the State of Texas
Refund Policy
Upon termination of water service (and wastewater service if such service is provided by the city), such portion of the deposit as is not required to pay for damages to the water meter, accrued service charges, penalties, library fines, city property taxes, and court-imposed fines for which a final judgment has been issued, shall be refunded to the customer.
Changes to Accounts
All changes to customer accounts must be made in writing to the utility department. Any requests for voluntary disconnection of service must also provide a forwarding address.

The City of Cedar Park requires a Residential Application with a government-issued photo identification. A $100 deposit is assessed on the customer's first months utility bill. The deposit may be waived if an acceptable letter of credit from a former utility company, such as gas, water or electric is submitted. The letter of credit can have no more than 1 late payment, no disconnects for non-payment, no returned items, and must be for the last 12 consecutive months, no exceptions.
Service connection can be done Monday through Friday between the working hours of 8 am to 5 pm with 24 hour notice required. No service on holidays.

- How do I stop service?

By submitting the Disconnection form or an email/letter stating where and when services are no longer needed. You must also provide a forwarding address.

- How much notice do I need to give before starting/stopping services?

The City of Cedar Park requires a minimum of 24 hours notice. Please give ample notice for holiday and weekends, as our days of operation are Monday through Friday from 8 am to 5 pm, excluding holidays.
- Who do I contact for garbage services?

Residents that live within the City limits and Twin Creeks are serviced by Cedar Park Disposal and billed through your utility bill. The City will contact Cedar Park Disposal for starting and stopping any services. If your residence is outside the City's limits, you can contact any one of the following providers:

- How is my sewer (wastewater) calculated?

The sewer (wastewater) rate is based on a 3-month consumption period. Once a year, during the winter months of December, January and February - when outdoor irrigation is typically lower - the City re-averages your usage to calculate your sewer (wastewater) charge for the year for a residence. This is commonly referred to as "wastewater averaging".
Simply put, you can save money year 'round by turning off your irrigation system for the winter (during the months of December, January and February). Lawns are now dormant during that time period and do not need watering. Turning off your irrigation can help save you a bundle on your water bill.
Any resident can request in writing, once a year, to have their sewer re-averaged using three different consecutive months within the current year.
- What do I do if I have a leak?

First, view Detecting a Water Leak (PDF).
If there is a leak on your property, please call a professional plumber to locate and correct the problem. If the leak was under the ground, behind the wall, or under a slab, you may be eligible for a leak credit. You must submit in writing where you had the leak and copy of the plumber's invoice within 6 months of the repair date.
If you notice a leak that is not on your property, please call the Service Center at 512-401-5550.
- When is my deposit refunded?

After a year of good service, customers in good standing with no more than 1 late payment, no disconnects, and no returned items will receive a statement credit of their deposit. Otherwise, upon termination of your water service, the deposit on the account is applied to your final bill and any remaining credit will be sent back to you in the form of a check.
- How can I pay my bill?

We accept payments by phone, online, in person and through postal mail; customers also have the option of arranging automatic payments through the Utility Billing Department or with their bank via a bill paying service. Find out more about paying your bill on our About Us page.
- How is my rate calculated?

Your water rate is calculated according to a tiered structure based on your water usage. Your bill also includes wastewater and trash pickup, and depending on where you live, could include fees such as Utility Debt Service and Fire Protection.
